What a tariff code is, and why it comes before your order

Last updated 2026-08-04

Everything about an import starts with one string of digits: the customs tariff code, usually just called the HS code. It is the international shorthand for what your product is, and it settles three things at once.

  • The import duty rate you will pay
  • Whether the goods need a permit, and from which agency
  • Whether you can claim a reduced rate under a free trade agreement

How the number is built

The first six digits are the same everywhere, under the World Customs Organization's Harmonized System. The seventh and eighth are set by each country, so Thailand works to eight, with statistical digits appended in practice.

What that means for you: a Chinese supplier may quote you a six-digit code, which is a reasonable starting point, but the last two digits that decide the actual Thai rate are yours to find. You cannot simply take the seller's word for it.

Why you need it before you order

Because every option that can still be changed sits before the goods leave the factory.

  • If the duty is higher than you assumed, you can still reprice or change supplier
  • If a permit is needed, you can still file in time. Some take a month or more
  • If an FTA rate applies, you can still ask the seller for the certificate of origin. Getting one retroactively is difficult and sometimes impossible

Once the shipment is at the port, your options shrink and storage charges run daily.

Finding the code yourself

  1. Describe the product honestly first. What is it made of, what does it do, does it contain a motor or a circuit, is it assembled or in parts
  2. Open the Thai Customs tariff search and work down from the broad chapter to the subheading
  3. Read the section and chapter notes, not just the item names. The notes are usually what decides whether your product belongs there
  4. If you are still unsure, apply to Thai Customs for an advance ruling. That answer is binding and can be relied on

The mistakes we see most

Declaring whatever the supplier said. They are looking at it from their own country's classification, not Thailand's.

Picking the cheapest-looking code when it does not match the goods. That is not saving money, it is a false declaration, punishable under customs law, and a later audit means paying the difference plus penalties.

Using one code for a whole product family when some models have a motor and others do not. Those can sit under entirely different headings.
